If the use case for these ports are merely for connecting a keyboard and mouse, which imo makes a lot of sense, I would fully agree with you, because any cheap hubs would satisfy that need.
Unless the use case is for plugging in powered devices, or devices that would relay data back to the PC.
In that case, not every cheap USB hub would do. To charge properly, for example, one would need to buy a powered hub which is more expensive.
At the end, it's highly dependent on how the majority of users want to use those port, and how much it would cost to buy a separate hub.
