I respectfully disagree.
The problem is not when you use them "alone", but rather when you use them in conjunction with CTRL, to move back and forward by one word instead of the whole line. In that case, that I use very often when processing data in bulk through macros, the combination of CTRL+FN+[arrow] is very annoying and easy to forget.
In order of preference, whether this is possible or not:
- dedicated keys
- over the F9-F12 buttons, provided that the FN button can be made "sticky"
- over the arrow buttons
A more creative approach would be making the FN button "half-sticky", meaning it would stick for the F9-F12 buttons, but not for the other ones (F1 in particular, as it's used often just as F1).
