I think the default is 4.5W. Ark.intel.com says the TDP is 4.5W, and I can base it off a different example: my tablet processor's TDP is 17W, but it usually draws less power, around 11W total (including screen, cooler, etc.) - hence, I'm making a conclusion that TDP is the maximum allowed power consumption by the processor. I think someone from Eve team also said that it means the average, not "burst" consumption. It was also said that this setting can be adjusted in BIOS. So I assume that TDP is in fact the maximum average power consumption. If the TDP is set to 4.5W, it will always be limited by 4.5W and it will never reach 7W. If it's set to 7W, the average consumption will be anything up to 7W. One thing I don't understand is why Intel chose 7.5W as TDP-up? Is it just an arbitrary number? Apparently other manufacturers are able to set the TDP even higher than that - maybe it's harder to do that? Maybe there is some limitation after 7.5W?
